Board Members and Staff

The Kentucky Occupational Safety and Health Review Commission is an independent quasi-judicial agency of the Commonwealth of Kentucky. It is not affiliated with the Labor Cabinet or the Kentucky Occupational Safety and Health Program. There are three commission members who are appointed by the Governor for four-year terms. The Commissioners must be qualified to represent the interest of employers, employees, and the occupational safety and health profession with a minimum of five (5) years' experience in their respective fields.

Chairman - Larry Clark

Representing Employers

Larry Clark.jpgLarry has over 50 years experience in the electrical industry and is a retired member of IBEW Local Union 369 in Louisville, Kentucky where he once served as Business Manager and Financial Secretary. Larry completed his IBEW/NECA electrical construction apprenticeship before starting his career. He most recently worked  for United Electric as a consultant and Director of Sales and Marketing where he was instrumental in developing and administering the company's safety program. Larry had the honor of serving the citizens of the Commonwealth as a representative of the Kentucky General Assembly for 32 years, including 21 years as Speaker Pro Tempore. Larry is a former member of the University of Louisville Board of Overseers, and received the University of Louisville Presidential Medal in 2012. He lives in Louisville with his wife, Violet, and is an active member of St. Athanasius Catholic Church.

Commissioner - Frank Jeff McMillian

Representing Employees

Jeff McMillian.jpgFrank has over 30 years administrative management and technology. He serves on the CWA Local Union Board of Directors in Lexington, KY, and was a steward for 15 years. He has served in law enforcement for several years and has been in the Harness Racing Industry for over 25 years. He studied at the University of Kentucky and the Lexington Business College.
